is james lying about jojo?

it feels like every time james brings up jojo to tata it's like he's hanging him over her head as if a reason to return to the US. i'm sure there are serious rabies precautions but at this point it's clear james wants to go back to the states. now he also knows that tata is dying to have children and sees jojo as her own child. since tata doesn't want to go back to the US do you think that jojo is james' last ditch effort to convince her to go back?
