Driving licence

So one of my friend is learning from ajman (AUTOMATIC) and he got failed in final test.. Now his next date is after 2 months🙄 and he is very sad because by that time he will forget his learning 🙄 And the way to prepone is by paying money (600-800 dhs) 😬 that's insane!

In dubai where got my licence; the maximum waiting time after failing a rta test was 2 weeks!

My friend is pissed off badly after hearing this waiting time! Does ajman really have such a massive student list which results in such an outrageous waiting time? Or is it a money making scam? (Which my friend thinks)
