Injury or infection?

Hi all, same user who posted about inheriting a finch from someone a few weeks back. Persimmon is doing well in a new flight cage! However, she has an eye issue that was previously disclosed to us, but I am unsure of how accurate our information is.

The previous owners said they took her to the vet recently and that her eye issue is caused by an injury from her time at the breeder that she will have for life. In the weeks since adopting her, some days the eye will look much worse than others, causing her to rub it and irritate it further. I have been treating her with Terramycin when it seems to flare, and that seems to help, but I would love some advice! Please let me know if this truly looks like an injury or an infection, and if I should try a different remedy (I also have neomycin handy as well).
