Is high GPU usage detrimental?

Hey guys! Nowadays, im playing RDR 2 my both cpu (70) and gpu (66) temps good. However, my gpu usage 96-97% in RDR2. It is happening just in RDR2. For example in cs 2 my gpu usage is max 25. I don't know jack about computers so i wanna ask is it harmful or good thing?
