Best CPU for Counter-Strike 2 when using 500hz Monitor?

A friend of mine wants a new gaming setup for Counter-Strike 2.

I looked a little bit on the net and found out that the Ryzen 9800X3D is quite good.

I know from ryzen that there are also the EPYC and Threadripper CPUs out there but the release date is 2023 while the release date of the 9800X3D is 2024. Also the base clock speed of the Workstation and Server CPUs are quite low.

And Intel is another story for itself. The 13 and 14 Series of I9s have clock problems as far as I know and the new Intel Ultra CPUs do have some bad rating on the net.

Can someone confirm that bad rating? Some people say they perform more bad then the Intel 13 series. Is this true?
