Should we really be panicking right now?

I read some comments in the latest posts about the 15 minute cooldown which said that the global cooldown had previously happened when they were updating something (like the ToS). I remember some time ago I got the cooldown for the first time and IIRC I had received an email about a ToS update a few days earlier.

Is this what's happening right now? And if Microsoft decides to make this permanent (god I hope not), will you have the patience to set up a 15 minute timer and do searches throughout the day?
