Non natural naruto (lol)

I just got heavy inspiration from someone else here and now I'm curious

Suddenly one day, everyone in the naruto world is only able to use things they have gained from others (regardless of if it was taken or lost later)

Nobody can use jutsus or anything they themselves developed on their own, only stolen/copied things matter here

How does this effect scaling?
