Who do you think will reappear in Elbaf?

I mean, all those characters would have a reason to come to Elbaf. Big Mom holds a grudge against Luffy as his crew, for sabotaging the assassination of the vinsmoke family, destroying her wedding cake as the picture of Mother Caramel and make a copy of the road poneglyph.

Vivi is on the run from the CP-0, the World Government as Imu and cannot return to Arabasta as her presence would likely put her homeland and its citizens in danger and it is more secure to be with her friends, the Straw Hats.

Amazon Lily is in danger and the navy would try to recapture Boa Hancock, so staying in her kingdom is not an option as it would also put her Island and citizens in danger, another option for her, is to find Luffy and his crew and follow them to form a pirate alliance with them to provide protection for Amazon Lily.

Shanks, territory as well as his friends, the Giants are in danger considering his twin brother, Shamrock as Gunko are on Elbaf to force the Giants to serve for the world government and are willing to capture their children and probably even threaten to kill them and even are willing to summon other Holy knights. I am sure if Shanks finds out that the Holy Knights are on Elbaf, he would come there without hesitation.

Marshall D. Teach, aka Blackbeard, could come to Elbaf when he finds out about Loki and his strength to recruit him for his crew, plus there's the flame-marked man who may be the silhouette with the straw hat on Elbaf, if that’s the case and Blackbeard finds out somehow he won’t hesitate to come to Elbaf to capture the last road poneglyph.
