Nose still stuffy after quitting otrivin?

Hi all, I've been on and off addicted to Otrivin spray since around age 15. I recently tried another wave of quitting, so I spent about a week breathing through my mouth then using sinus washes and non medicated sprays. Even after 6 months of doing this I still have a stuffy nose mainly when I lie down to go to bed. I have to use a nose plus which helps a little bit but I also hate the feeling of the plug. My GP only could prescribe me Nasonex which honestly hasn't done much. Is it worth seeing a specialist? They are quite expensive and I wonder what they could offer me, better sprays? Surgery? Thanks
