Question about the tape

I have this question on my mind for a couple of days now because for me, it just doesn't fit. Everyone that went out to clean always died within a couple of minutes. I just thought it's because the environment outside is poisonous and will kill everyone exposed to it. Juliette didn't die when she went out because of the "better" tape they stole from IT but in the last episode Solo said the people didn't die at first, which suggests that someone or something other than the poisonous environment killed all these people but how did all the the people that went out to clean die then? If it's the AI killing them with some sort of poison within there suits, Juliette should have died as well because the tape wouldn't help her with that. If it's the environment, the people from the other silo should have died to that and not something ominous that Solo hinted at.

For me this leads to two conclusions, either Solo is mistaken, the environment is deadly and the people just didn't die instantly and he mistakenly thought that something else killed them or the AI has some other way to kill people. I doubt that the writes would include the scene with Solo saying this if it's actually just him being wrong, they haven't done something like this yet as far as I know. My second conclusion wouldn't make sense either, if the AI is able to kill anyone despite of there better suits, why would it let Juliette live and wonder off to another silo? Maybe it has a greater plan in mind? Please someone make it make sense, I can't get it off my mind.
