PC graphics setting tip that Nephew mentioned

Apparently if your V-sync is turned on, the game reads your inputs every 60th of a second, as the game is locked that way in terms of frames, however if you turn it off, while the game is still at 60 fps, your inputs are read more frequently. Nephew and some others have said that it's a really noticeable difference when playing the game.

Do you feel the difference with this setting toggled? Is he correct?
