PGandE bill in excess of $1000

I rent a SFH in Sunnyvale. This time around Dec-Jan I got electricity and gas bill of about $1100. I don’t use central heating at all, mostly portable space heaters when necessary. Gas usage is low as well. My bill has always been high for some reason and PGandE says it’s normal.. is it? I am beginning to doubt that either my meter is broken or something nasty is being pulled off by PGandE. What do you guys think?

Edit: I use space heater because central heating does not cover all rooms in house. My bedroom doesn’t have central heating
