Group of people play loud drums and celebrate from 5pm to 5am for every festivals, cops are not helping either

For every festival, people here play drums loudly till late nights. Some people have work the next day, this happens irrespective of it being a weekday or weekend. And now when I called police saying it's 4am and it's extremely disturbing, he said "those people took permission for the festival night and they are not playing any loud music only drums so understand ma'am". Seriously, it's too much now, I have a 2 months old kitten and she is extremely scared every time they play this loud drums. They stand right outside my house and play drums and dance for hours.

Not getting help from cops either and it's a extreme disturbing everytime, please suggest what to do now 🙏🏻
