RTX 3090 Pre-Built

i have recently just purchased a prebuilt PC and i feel its underpreforming so much that i feel like ive wasted my money , i have just tried playing the new saints row with my friend and he was a on a simlar pc but hes getting 100+ fps while im getting low 40s on the same settings/same resolution
