I assure you this doesn't give federal workers a 8 month vacation rather a 8 month guarantee you can keep your job and keep working and not be fired. All federal employees must do is reply with 1 word "Resign" and you give all your rights away and lose your job in September. These policies have placed veterans care and veteran employees at risk of there livelihood.
