Fortigate 40F Usage for NAT and VDOM

If iam right you can use a Fortigate 40F per default with 10 different vdoms.

Does this also apply if you buy hardware only without any forticare or utm bundle?
I need the fortigate in order to half reverse shitty network design so all I want to do is NAT the same ip range 192.168.215.0/24 multiple times to other subnets which I can actually route.

My question was to use VDOMs for this. Example i have 3 OT "Siemens Sinumerik NCU" which all give the user the same 192.168.215.0/24 range for every production line.

My plan:
Create 3 VDOMs each vdom with a interface 192.168.215.254/24 and then NAT it with the according firewall policy so that the source 192.168.215.X matching my network standard.

Please don't tell me to redesign the OT-Network we simply can't it is too expansive.
