Rules for thee but not for me

Building is located between SOAS mosque and the police station in Bandar.

In light of the recent event where parked cars have been fined around the mosque, cars belonging to people who may or may not work at the police station are parked in an area where there are clear and visible no-parking signs, yet they are not being fined for that. The police station is just right across this building. Why are they being allowed to park in a no-parking zone while people are getting fined left right and center in bandar?
