Mosque workers taking funds from donation box as salary?

Hi, recently i have had a friend that came by the country from hungary and we went to visit masjid jame asr during visiting hours. I disguised myself as a fellow hungarian since I look like a Caucasian from the mount of Caucasus to see how foreigners are being treated here in the country particularly when visiting a mosque since I've heard there are some workers with less than a pleasant attitude that deals with tourists that views and tours the mosque.

However, to my surprise albeit the mosque worker that helped us tour around the mosque was of a pleasant bunch, it was quite damning to hear him say that the workers in the mosque takes some portion of the derma money from the donation box as part of their salary when my friend enquire them why people are putting money in it. So I'm just wondering and asking if whether they are even supposed to do that or that's how far corruption in Brunei has already spread. Shouldn't these pegawai masjid already be receiving their salary from the people in charge/ employers.
