Does the recommended 8 hours of sleep include time in bed or time asleep?

The oura ring measures time in bed (e.g., time spent attempting sleeping) and time asleep (e.g., time actually spent in different sleep stages).

When doctors and sleep experts recommend adults get 7-8 hours of sleep, is that figure for time in bed or time asleep? I try but can’t get more than 6 hours of time asleep per Oura, so I’m wondering if that’s not enough
