Heathrow 3rd runway reported estimate

How could the 3rd runway cost up to £14billion as reported by the BBC?

I get there’s the actual runway cost. Plus associated rail / road / bus infrastructure and I’m guessing another terminal (?) and the fact the runway would actually go over the M25 so some rerouting works there but how could it be £14billion?

Any infrastructure QSs that could shed some light?
